How do you go about making a production company? Do you need to get liscenses and what not or do you just one day say, " you know what, I think I want to be the ceo of my own company"?

If in the United Kingdom registering your company name would be a good start. Then name yourself as the company CEO/MD.
Quite simple really. However once you have a company remember that your gonna have to get an accountant, etc so unless your seriously rich I would suggest that you carry on making films as you are and then register your company when you have to (and just hope no one else takes your desired company name in the meantime).
Again, this is the process for the United Kingdom.
